Allen is a civil engineer by professional training. His entire career has been in the marine construction industry with leading contractors in technical, managerial, and executive roles.

Allen is a Fellow of the Royal Academy of Engineering, a Fellow of the Institution of Civil Engineers, a first-class engineer member of the Smeatonian Society, and a chartered engineer in the UK.
He holds a Bachelor of Science degree in Civil Engineering, a Master’s in Business Administration, and a Doctorate of Science in engineering.
David LaBelle, Vice President, AVANGRID Inc

Dave has over twenty years of experience in the Environmental, Health & Safety profession managing complex environmental, health & safety issues across a diverse portfolio of businesses from light to heavy industry, construction and utility, including dispersed and unionized workforces. Dave’s experience includes building and leading EHS teams to drive culture change through strategic planning and execution for a variety of businesses globally.
As Vice President of Environmental, Health, Safety & Wellness at AVANGRID, Dave has responsibility for the US portfolio with assets in 24 US states and two primary lines of business: Avangrid Networks Avangrid Renewables. Avangrid Networks owns eight electric and natural gas utilities serving 3.3 million customers in New York and New England. Avangrid Renewables owns and operates a portfolio of renewable energy generation facilities across the US. AVANGRID employs approximately 7,000 people across the US.
Prior to joining AVANGRID, Dave served as Senior Director, Global Environmental, Health, Safety & Security at SunEdison, Director – Safety, Health & Wellness at National Grid, Global EH&S Program Manager as well as Global Health & Safety Manager at GE Oil & Gas and various EH&S director positions at Dresser Flow Technologies and Saint-Gobain.
Dave obtained his Bachelor of Science in Civil Engineering with an Environmental Concentration from the University of Massachusetts in Amherst.

Thom is a Director at Westwood Global leading the research & analysis coverage on global Offshore energy markets spanning rigs & marine, subsea, floating production and renewables. Thom is a highly experienced industry consultant, having provided market , commercial and strategic advice to support over $10 b USD of M&A and debt raising activities across the global oil & gas sector over the past 15 years. Thom is a recognized thought-leader and keynote speaker around the globe as well as a frequent commentator on macro oil market trends for major media outlets such as CNBC and Channel News Asia.
Thom is a law graduate from the University of Kent where he also received an MA in political sociology.
Jared Kugler, Enverus
Gulf of Mexico – Holding its own in Global Energy
Jared Kugler is a Senior Associate on the Intelligence team at Enverus. His research focuses on understanding the dynamics of the global offshore space. With a concentration on the Atlantic Margin he combines in-depth asset level knowledge, day-to-day activity tracking, and macro environment insights to understand the evolution of this space. •In his previous role with Enverus, Jared was a geoscientist on the Subsurface Analytics team working on analyzing offshore and onshore plays globally. Jared began his career working for ConocoPhillips and Canadian Natural Resources as a geologist working on conventional assets in the WCSB.
He received a M.Sc. from the University of Alberta in 2018.
