CEO Update – May/June 2022
Welcome to the latest edition of Making Waves. Many industry analysts are now commenting on the uptick in market demand in offshore oil & gas and even more so in wind energy projects, which is a welcome change in the business environment for marine contractors.
We now have the submissions from our contractor members on their 2021 safety statistics. The results reflect the turmoil in oil markets over the last two years and are mirrored in the results from both the drilling (IADC) and oil & gas production (IOGP) trade associations. The volatility of drastic cost cutting in 2020 followed by a gradual recovery in 2021 created multiple challenges for our Members in maintaining continuity of crews, operational focus, and the discipline in everyday work offshore. Please see our safety report later in this edition.

IMCA recently hosted a Dynamic Positioning (DP) Conference which will influence future development strategies and code/guideline improvements as outputs from this conference will influence and shape this area of our industry.

The Industry Collaboration Committee (ICC), established following a UK Health & Safety Executive (HSE) Offshore Wind Leaders event in November 2015, has grown into a standing group which aims to foster collaboration across the international wind industry on Health and Safety.

IMO Maritime Safety Committee approves new Industrial Personnel Code
IMCA continues to raise concerns on behalf of its members that application of the new IP Code and the existing SPS Code are not clearly defined, and may lead to implementation difficulties in the future.
Continuing Call to Action for Marine Members
IMCA continues to collect fuel consumption data from its members. The reason for this is , to enable us it to effectively lobby IMO Member States for a suitable Carbon Intensity Indicator (CII) for assessing the offshore sector. This effort is of critical importance because the proposed ‘transport work’ proxy, which is based on cargo ships, is not a suitable metric for assessing the carbon intensity of the offshore sector.

IMCA has published the 2021 contractor members’ safety statistics.
Industry safety representation
IMCA continues to work closely with other organisations in the HSSE space. Just a few examples of recent interaction are as follows. We are working with the American Clean Power Association on safety guidance and standards, and we have been invited to sit on their Environment, Health and Safety (EHS) Steering Committee, which enables further collaboration and deepening of understanding between IMCA and the American renewables market players. We continue as a member of the Maritime Advisory Board of CHIRP Maritime, a charitable trust providing an influential “whistleblower” voice to seafarers. Nick Hough has also recently spoken at the Energy Institute’s “Toolbox” webinar series, and the All Members meeting of the Marine Safety Forum in Aberdeen, in late May.

The Competence and Training committee had previously discussed the key components required to assess an individual’s competency to carry out their defined roles and responsibilities, however Competency is a dynamic process with multiple variables and “other factors” which affect the individual’s ability to carry out their role.
