IMCA’s Technical Manager, Mark Ford,and the Chairman of eCMID Committee, Stephen Birt, gave a presentation on ‘IMCA eCMID – An Independent ISM Health Check for your Ship’, to the International Marine Organization’s Maritime Safety Committee on 21 May. The presentation covered the importance of eCMID to provide a regular health check on a vessel’s Safety Management System. Use of the eCMID system has grown rapidly during 2018, with over 40% more inspection reports live in the database since January and more than 2,500 vessels now registered.
Dear colleagues, We are making improvements to the eCMID vessel inspection database in response to the marked increase in use of the offshore vessels’ inspection scheme. Over 2,300 vessels from more than 1,000 owners and operators are now listed on the eCMID database, and this is consulted by more than 3,800 users each year. The number of Accredited Vessel Inspectors (AVIs) using the scheme is growing and should expand further under the AVI eCMID scheme run by the International Institute of Marine Surveying (IIMS). The International Marine Contractors Association (IMCA) website now includes the new IMCA Store for online ordering. Implementation of the system sees the catalogue of logbooks, competence records and other printed items all available ensuring that members around the world can place and pay for orders at their convenience. The IMCA Store features both a secure online payment system through PayPal and automatic calculation of delivery costs to the country of choice. We trust that our members will find this online system to be an efficient and seamless way of purchasing our publications.
IMCA has appointed Adam Hugo as its new IT Services Supervisor & System Developer. In this role, he is responsible for the support and continuous improvement of a variety of services, including: the secretariat IT network; SharePoint sites used by committees and workgroups; and the eCMID vessel inspection system. The developer aspect of the role encompasses our website, with new features in the pipeline, expanded use of SharePoint functionality; making more efficient use of IMCA data; and liaising with the external eCMID development team. Adam previously worked for IMCA from 1998 to 2010, mainly in the role of Support Services
Report format From 1 January 2018, IMCA will only recognise formal inspection reports conducted using its eCMID database, meaning that reports not uploaded into the database will no longer be considered by IMCA to be authorised vessel inspection reports. The whole eCMID system is now based on the principles described in the ISO 19011 – Guidance for auditing management systems – standard and is aligned with other comparable industry guidance on safety management system assurance. Accredited Vessel Inspector requirement From the same date, only Accredited Vessel Inspectors (AVIs) will be able to use the inspector functionality in the IMCA eCMID

Following the bulletin published by US Customs and Border Protection (CBP) on 17 January proposing to revoke or modify a series of rulings relating to offshore activities and the Jones Act, IMCA has completed an analysis of fleet capacity in the US Gulf of Mexico (GoM) should the revocations go ahead. Further to our various communications (email, bulletins, Making Waves etc.) on the development of our governance programme this year, we are pleased to report to our members that the EGM, called by OMC, took place as planned on 9 November. The purpose of the meeting was to allow members to vote in person or by proxy on the proposed resolutions to incorporate the recommendations of the governance review and modify the legal structure of the association. In accordance with our constitution, an EGM is required to effect such changes via the voting process, which requires a simple majority of votes

IMCA has made a small revision to its guidelines for the design and operation of dynamically positioned vessels (IMCA M 103). The update is on page 25, under section 3.4.3 on Annual DP Trials. However, the update (further to the revision made in April 2016) was minor enough that we’ve deemed it unnecessary to re-release the document with a fresh ‘Rev. #’. You can view IMCA M 103 here.
